Request Need help on finding out how to create textured headers with menu name, backgrounds

I just need to know how to be able to create the texture for the header witht he baxckground of the header to be a certain texture of my choice, and the title text of the menu to be in a cool texture too, i wanna know if someone can help tell me how i can do this and the programs to use for this ANY USEFUL HELP would be GREATLY APPRECIATED =D
BTW, This is for a gta5 menu just to let ya know
