The price of Bitcoin has nothing to do with the price of GPUs. People don't mine Bitcoin with GPUs, you'd have to look at the other coins. The most popular coin to mine was Ethereum when I used to mine.

To answer your question, yes the price of GPUs should be going down due to the difficulty rising on many of the GPU minable coins.
