The deepweb is a generally safe place if you know what you are doing. If you do not I would advise to read up on tor browser and how it works, and how to keep safe.

If you expect to just use a VPN and stay safe you are already in danger. I would run everything through multiple vpns and also a VB with sandbox installed. Just don't say the wrong thing to anyone on there.

Depends if it violates any laws enacted by organizations or groups.

If you are going on there without any illegal intention, you'll do fine. But it's better to leave it alone if you have no clue on what you are doing.
