Well if you buy a gift card from Paypal-gifts.com, you can request a refund and make a claim on PayPal disputes. There's a rule on PayPal that if the seller doesn't respond then you get a refund. Their official email for PayPal is a no reply. Worked last week. Here's a full PDF below✓
