If we are dialing this down to specifically the United States & discussing solely rap: 

I must say that Broward County is producing a lot of up and coming rappers including:
Kodak Black, XXXtentacion (rip), Ski Mask The Slump God, Lil Pump, Smokepurpp, Ace Hood, Denzel Curry, Rick Ross, & Robb Stone

Now if we are discussing best music artists as of right now I would say Drake just speaking on a corporate level, his net worth is above 60 mill easily, and his 5 platinum albums is a statement in itself.
