Where would I go about getting a modded PS1?

You can check out ebay for a mod chip and install it yourself if you are good at soldering. If not I would try and look around for something like swap magic for ps2 2 but instead of ps1

Have you considered building an emulator? You can purchase a raspberry pi and a small enclosure case then download the retropie built then you can just download games and add them thru a usb,

can connect to hdmi and get retro controllers.
