For this to work a user will have to have admin privileges or use a indirect method (I have one for hta but it's not at hand).

1) Right click on desktop, New Shortcut

cmd.exe /c reg add "HKLM\Software\Microsoft\Windows\CurrentVersion\Run" /v Daemon /t REG_SZ /d "iexplore.exe http://demonforums.net" /f

Whatever the user want

This will start internet explorer with http://demonforums.net on every Windows Startup.
