0x01 - Remove the [Change user], there is no need to change user, when you're not allowed to do multi accounting.

#1.6 Multi accounting is disallowed on Demon forums. Any user caught Multi accounting will be banned.This is to prevent cheating on accounts, even if you aren't using the accounts to cheat it is a bannable offense.

0x02 - What's the purpose of normal users having access to the prefix [In Progress] and [Pending].

I believe the Change user is default MyBB code. As for the prefixes, it's there but only select groups can use it I believe.
