Speedtest says 21 MB download speed but really...

So I checked my download speed for my sky broadband to see what its is meant to be as i am only getting 2 MB/s and it turns out the speedtest says I have 21.94 MB/s which is a huge difference. 
Can someone please help me? to make matters worse when i am downloading the internet crashes every 20-30 minutes and no other device can connect to the router until the download is complete.

Lack of bandwidth can screw with your router and freeze the internet. Your speed is actually better than mine though, and my internet doesn't crash and other devices can connect normally without problems. I would suggest talking to your ISP about it.

It's your bandwidth since it's being shared throughout the family. I suggest you get AT&T Gigawats.

mine says that i have 16mb/s upload in reality its just above 1mb/s
