Something to bypass fortiguard /port 403

my school uses fortiguard proxy to block sites and stuff and it even stops steam from connecting to the internet and I'm trying to find a way to bypass that. the port it uses to block sites is 403

Run a portable vpn client off of a usb if it allows you to run that.
