Question about upgrade

So on the upgrade page I am able to upgrade to the first tier, but there is no button to do so for tiers 2 and 3.

Are the upgrades cumulative? Is it possible to simply by the Emerald tier outright?

You need to upgrade in order.

Thanks. And so I am assuming the pricing is cumulative? The total cost for Emerald is not 30, but the cost of the previous 2 tiers + 30?
