Are you saying you cannot receive payments? That isn't because you don't have a Bank account lol... But don't make a PayPal account if you cannot fully verify the account. I'm assuming your a younger teen 12-17, go ask your parents to setup a bank account for you. If they know you will be making money via Twitch/YouTube I'm sure they will understand.
