That's oligarchy, or in other words, a group of more 'elite' people who can only do such a thing. America is said to be a place where equality is for all. So, technically, oligarchy oppresses that rule. 

OT: Guns, we need guns to defend ourselves from any attacking predator. If guns are used to break the law, or the holder of the gun doesn't have a license for it, they will be sent to jail.
