HI all i juste want to intruce my self by this question 
can the gouvement track my ip even if im using vpn services?

Not an expert by any means, but I think the short answer is yes.

It will make it more difficult for them, but if you are a high priority target, they can trace the connection from node to node through court ordered data from ISP to ISP.

Your data can be intercepted at any node (packet sniffers) but will mostly be encrypted data. There are other ways that I don't understand too.

Just google arrests via tor and you can find some cases.
