My main suggestion is fill in the sections or don't have them. This is because an excessive amount of sections with few posts doesn't look good at all.

Next this:

Followed by add custom smilies/different smilies.

Last this: http://demonforums.net/usercp.php?action=userbar change it to say "Please upgrade to use this." or something
