NOTE: Before we start, keep in mind minors will not appear in public records (with the exception of WeLeakInfo). You will need to find the target's parent first (divorces can make this tough so keep that in consideration).
First, get a notepad editor open and list everything you currently know about this person. Now, go to google and search for his or her name, or get a tool that will do this for you. I like to use Drizzy Bot (http://drizzybot.com) for this because it's very simple and fast. Next, you need to search through a ton of these links and verify which ones belong to your target and write them down in your WIP file. Search everything for an email, a DOB, a name, a location or a phone number.
Once you've found your target's email go to all of these sites and perform searches with the information you've found.
WeLeakInfo (http://weleakinfo.com) - WeLeakInfo is my favorite go-to site for finding out more about a person. Insert the target's email, and all of the accounts from hacked sites will appear. In order to access this information, you either need to pay or do a 10 minute google search for the leak and download it. This will allow you to further identify your target.
Whitepages (http://whitepages.com) - Whitepages is a pretty good site for finding information about people, but their reverse email feature is only accurate some of the time. If your target's information appears on here, you will get their name, landline number, mobile number (if you pay but don't because I will tell you how to get this for free later on), address and relatives. Other records are included, but you need to pay and they're kind of useless.
Google (http://get-out-of-the-hole-you-live-in.com) - Just run a Google search, and you might find some information.
GoLookup (http://golookup.com/email-lookup) - I just found this site recently, and its information on me is accurate so give it a go.
WeLeakInfo (http://weleakinfo.com) - As previously mentioned, WeLeakInfo is awesome for finding accounts about the target, used passwords and more!
Whitepages (http://whitepages.com) - Insert the information you have to get more information about the target's location and family.
USPhoneBook (http://usphonebook.com) - This is the BEST, HANDS-DOWN, site for finding information about a target for FREE. It contains everything Whitepages has but the years of age is more precise and phone numbers (yes mobile!) and emails are included. I love this site.
In order to obtain your target's IP address, you will need to social engineer them into either clicking an IP logger, joining a Skype call while you have Wireshark open, calling them on SnapChat with your traffic routed through your PC and Wireshark open (not going to go into detail on how to do this. It's simple stuff just do a quick search), FaceTime them (once again just look up how to sniff traffic from your mobile device) or play a private match in a game like CS:GO.
IPLocation (http://iplocation.net) - This site is good for finding your target's ISP and approx. location. If you find this and his or her name, you can do a Whitepages / USPhoneBook Search in that area.
WeLeakInfo (http://weleakinfo.com) - Man you can use this site for anything amiright?
ISP Doxing (illegal) - I heard this doesn't really work anymore, but this is very illegal so I would not recommend doing that. I won't go into depth about how this works, but if you got balls and don't care about the law give it a go I guess.
NOTE: If the target is a minor, use his or her real name to find his or her personal social media or check if anyone with the same last name follows / is followed.
