CS:GO Questions

So, I'm absolutely new to this game and have a couple questions if anyone would mind helping me out. Yes, I did try googling first, but no direct answers.

1. I've been looking at configs and was wondering what aim configs do?
      Like, I've seen alot of configs that say 100% aim. Is it to help aiming?

2. Any configs you'd recommend for a beginner?

3. How do I change reticle, and any that you'd recommend?

4. Here's an example of a config I'm curious about. Can someone explain what all this config does?

I've got more questions, but atm I can't remember any others.

Don't use cfg... it's not CS 1.6 just train your aim and try to get better
