100% MW2 no matter what MW2 was and still is the best even tho there remastering it and not adding a Multiplayer but i think there tricking us so i think there will be a multiplayer

By far, I'd say that the best Call of Duty game in the franchise is Call of Duty 4 (Modern Warfare), even though it's quite old, there's still an active community on it and (PC, I don't know if they exist on consoles) mods make it even better!
