Maybe bring out Luffy a little more other then that it looks fine.

Ok, I brought out Luffy more. I also made him look rougher. Look at picture below.
Out like bring him more out of the smoke or make him stand out more?

Bring him out the smoke a little bit more, which then is making him stand out more so don't worry about that bit.

I brought him out more using your advice, I also made him rougher. Here is a "Before and after"

You see it looks a lot sharper then before, I like it a lot now, good work.
